Abstract
The quality of the analytical process and product has always found itself at the
core of intelligence theoreticians and practitioners’ interests. Different types of
measurement, criteria or indicators to assess and validate the analysis have been
proposed. The solutions differ from one intelligence system to another and are
established according to the organization, country or national security objectives.
Intelligence analysis excellence is focused on the human resource, the main asset
of the intangible economy, but also on the organization as a whole, as an effort and
outcome altogether. Excellence depends on organization management, strategic vision,
staff policy, relation between motivation and reward of employees on the one hand, and
their education and specialized training, on the other hand.
This article intends to settle, first, a conceptual delimitation among different
thresholds of analysis quality, by clearly distinguishing among efficiency, efficacy,
proficiency, and excellence. Secondly, it argues the need to take into account excellence
in analysis both in terms of its development as integrated and coherent activity of the
intelligence organization and its measurement in the evaluation of a complex process.
Last but not least, guidelines are outlined to achieve an optimal model of harnessing
intelligence analysis excellence.
