The number of intelligence missions against Schleswig-Holstein
that have been identified is well above the national average in relation to
the population.” (Constitution Protection in Schleswig-Holstein 1976)1
This was stated by the State Office for the Protection of the Constitution
in its 1976 annual report. Apparently, tranquil Schleswig-Holstein, one
of the eleven federal states of the Federal Republic of Germany at the
time, on the northern edge of the country, aroused the interest of foreign
intelligence services, meaning those from the East. In 1978, it even
stated: “The number of espionage cases increased significantly in
Schleswig-Holstein in 1978. Over the last five years, there has been an
